Technology Agency Issues Policy Requiring Review of RFPs

In an effort to coordinate Information Technology (IT) resources across the executive branch, the California Technology Agency has released Information Technology Policy Letter 11-03 which requires departments and agencies to submit IT solicitations to the Technology Agency and the Department of General Services prior to releasing to the public.  All formal IT solicitations for IT goods and services must be submitted for review at least 45 business days prior to the planned date for release.  Formal IT solicitations include Invitations for Bids (IFB) and Requests for Proposals (RFP) valued at more than $1,000,000 as defined in Chapter 4, Section B1.0 of Volume 3 of the Department of General Services’ (DGS) State Contracting Manual (SCM).

The policy is being issued in accordance with AB 2408 (Chapter 404, Statutes of 2010) which defines targets and timelines for IT consolidation across the executive branch, including modernizing California’s IT infrastructure to increase efficiency, reduce energy usage and save costs.
